DAGs are not the same as user roles. A user role defines what actions a user may perform, such as viewing forms, editing records, exporting data, running reports, or managing users. A DAG defines which records the user can see. These controls work together. For example, two data clerks may have the same data entry role, but different DAG assignments. One clerk can enter Kisumu records; the other can enter Nairobi records. The permission is the same, but the record universe is different.
