Configuring DAGs requires planning before production data collection begins. Each site or access unit should have a clear name, a documented purpose, and an owner. Users should be assigned to the group that matches their responsibilities. Records should be assigned to a DAG through a reliable process, either at creation, through a site field, through automated assignment where appropriate, or through controlled data management review. Central users who require access to all records should be limited, justified, and documented.
